Guam - It's the biggest deployment the island has ever seen and, family and friends of the 600 National Guard members packed the University of Guam Field House for a bittersweet sendoff. It's a deployment that will impact the entire island and according to adjutant general of the Guam National Guard Benny Paulino, transparency has been priority from day one when the Guard received a notification of sourcing eighteen months ago.
"This notification told us that the battalion was on the list of units that were being considered for mobilization this also meant that we had to mentally and emotionally prepare our battalion soldiers, their families and our organization for the possibility of deployment," the major general said.
Paulino says the 600 deploying troops to support Operation Enduring Freedom represent the best the island and the region have to offer. "Our deploying soldiers represents the whole island and the region - they come from each and every village on the island from Yigo to the southernmost villages of Inalahan, Malesso, and Umatac," he said.
Although they'll be far from home, Paulino says it's obvious the troops will stay close in our hearts with symbols of support including the movement of tying yellow ribbons throughout the island. But support shouldn't end when the troops return home early next year. Paulino says 20% of the deploying soldiers are unemployed, and although they'll return home veterans, they'll be looking for jobs.
"One of the biggest issues confronting soldiers when they return from their tour of duty is unemployment this is a major concern at the national level. Soldiers returning from deployment have a much higher unemployment rate than the rest of the nation," Paulino said.
The 600 will officially leave Guam starting next Friday.

THE HAGUE, Netherlands (AP) ? Dutch bank Rabobank says Japan's ORIX Corporation is taking over its asset management arm Robeco Groep NV for ?1.9 billion ($2.54 billion).
The deal, which Rabobank expects to be finalized within six months pending regulatory approvals, gives ORIX 90.01 percent of Robeco.
Rabobank will retain the remaining stake in Robeco and receive part of the payment in ORIX stock
Rabobank says Tuesday it decided to sell because it expects the deal to improve Robeco's growth prospects worldwide.
Robeco controls ?189 billion ($252 billion) in assets for more than a million private investors and institutions. It has a staff of more than 1,600 in 14 countries.
ORIX CEO Yoshihiko Miyauchi says Robeco is "a well-diversified international organization with an excellent brand name and outstanding management."

Commissioners at their meeting tonight are set to take their biggest vote yet on the long-debated project, but Mayor Bob Schumm said Monday he will delay final approval of a key development agreement until the city gets more information.
Specifically, Schumm said he wants a better understanding of how Kansas University Endowment and Lawrence businessman Thomas Fritzel propose to operate the non-city portions of Rock Chalk Park, which will include a track and field stadium, soccer field, softball facilities and other amenities next to the city?s recreation center.
?I was promised by Thomas Fritzel that those agreements would be made public, and I?m going to hold his feet to the fire on that,? Schumm said.
Details sought
Schumm said he will ask his fellow commissioners to withhold final approval of a development agreement to build the recreation center until agreements between KU entities and Fritzel?s Bliss Sports are made public.
The development agreement between the city and KU Endowment?s private corporation RCP LLC spells out how the city will contribute millions of dollars to help build infrastructure to support Rock Chalk Park, will provide a property tax abatement for the project and will rebate almost $1 million in city fees that normally would be charged to the development.
For those reasons, Schumm said the public deserves to know more details about how Fritzel?s Bliss Sports LLC will be involved in the project. Officials have said Bliss will finance and own the various stadium and KU-related facilities for 50 years, and that KU Athletics will make about $39 million worth of lease payments to Bliss during the next 30 years.
But the agreements detailing what role Fritzel?s company will play in operations of the Rock Chalk Park property have not been made public.
Dale Seuferling, president of the Endowment Association, confirmed to the Journal-World on Friday that the agreements with Fritzel?s firm had been signed, but he declined to make a copy available.
Fritzel told the Journal-World in January that he would make the agreements public once they were finalized, but when contacted Monday, he declined to do so.
Fritzel also said in January that the agreements would ensure that his company would not have any special rights to profit from Rock Chalk Park, such as through concessions, parking fees, facility rentals or other such agreements. Fritzel went so far as to say that the only revenue he would derive from the project are the lease payments, which will be used to repay any loans he takes out to build the facilities for KU.
Seuferling, though, declined to go into details about what the agreements allow in regard to Fritzel?s ability to generate revenue from the property.
A two-vote process
Schumm said he now wants to find out those details, but he also wants to keep the project moving forward.
Schumm proposes that commissioners still take a vote at their meeting tonight on a development agreement between the city and the Endowment Association?s RCP LLC.
But the agreement will be in an ordinance, which means it must be approved on ?second reading? before it becomes official. Normally, the second reading of an ordinance is a routine matter that happens the following week.
Schumm, though, said he will delay the second reading of this ordinance until the requested information is provided. He said he hopes the city would be in a position to give final approval to the development agreement by early March.
?I really believe it is time that we either move ahead or move aside on this project,? Schumm said.
Development details
In addition to wanting more information from KU Endowment, Schumm said the city also needed to provide more information about its proposed development agreement.
The city posted an approximately 50-page copy of the agreement to its Web site last week, but several key parts of the document still had blank pages left to be filled in.
The agreement lists 11 exhibits that are a part of the development agreement, but 10 of the 11 exhibits were left blank with the understanding that they would be filled in later. Schumm has said he expects many of those exhibits to be completed by the time the city approves the document on second reading.
Some of the exhibits are other agreements that will govern the project. For example, they include: a purchase agreement and easements that allow the city access to the 26-acre site where the recreation center will be built; a site plan detailing how the entire project will be built; and plans for how Bliss Sports will build infrastructure to serve both the KU and city portions of the project.
The development agreement, though, does provide some new details related to the project. They include:
? The city is estimating it will rebate $902,000 in city fees that normally would be paid by Rock Chalk Park Development. Those include building permit fees and water and sewer impact fees. But the largest chunk is forgiveness of $785,000 in special assessments that the property would have to pay for a sewage pump station. The city at-large now will pick up those costs. Those costs are not included in the city?s $25 million price tag for the project.
? The city now estimates the value of the city?s 181,000-square-foot recreation center ? including eight outdoor tennis courts ? will be $22.6 million. It estimates the value of the infrastructure ? which will include roads, parking and utilities to serve both the city and KU portions of the project ? will be $8.3 million. Previous estimates had been as high as $13 million for the infrastructure and parking.
The agreement calls for the city?s costs for the recreation center and related infrastructure to be capped at $25 million.
Commissioners meet at 6:35 p.m. today at City Hall.

The reports came hours after a meteor exploded over Russia and injured more than 1,000 people and an asteroid passed relatively close to Earth.
The 55 foot wide rock, said by Nasa to have a mass of 10,000 tonnes, lit up the sky above the Urals region on Friday morning, causing shockwaves that injured 1,200 people and damaged thousands of homes in an event unprecedented in modern times.
Nasa estimated that the energy released as the meteor's disintigrated in the atmosphere was 500 kilotons, around 30 times the size of the nuclear bomb dropped on Hiroshima in 1945.
It entered the atmosphere at 44,000 miles per hour, taking 32.5 seconds to break up at an altitude of around 15 miles above the earth's surface.
The resulting explosion created a shockwave that blew out windows and set of car alarms in Chelyabinsk two and a half minutes later.
The drama in Russia developed just hours before an asteroid - a space object similar to a tiny planet orbiting the sun - whizzed safely past Earth at the unprecedented distance of 17,200 miles.
That put it closer to the ground then some distant satellites and sent off alarm bells ringing in some Russian circles about this being the time for joint global action on the space safety front.
"Instead of fighting on Earth, people should be creating a joint system of asteroid defence," the Russian parliament's foreign affairs committee chief Alexei Pushkov wrote on his Twitter account late Friday.
"Instead of creating a (military) European space defence system, the United States should join us and China in creating the AADS - the Anti-Asteroid Defence System," the close ally of President Vladimir Putin wrote.
The US space agency said the 2012 DA 14 asteroid's passing was "the closest-ever predicted approach to Earth for an object this large."
Nasa estimated that a smallish asteroid such as the 2012 DA 14 flies close to Earth every 40 years on average while only hitting the planet once every 1,200 years.
Astronomers have detected some 9,500 celestial bodies of various sizes that pass near Earth.

DUBAI (Reuters) - Iran is converting some of its higher-grade enriched uranium into reactor fuel, the Iranian Foreign Ministry spokesman said.
"This work is being done and all its reports have been sent to the International Atomic Energy Agency (IAEA) in a complete manner," Ramin Mehmanparast was quoted as saying on Tuesday by state news agency IRNA.
He was responding to a question on news reports that Iran has converted some of its 20-percent-enriched uranium into fuel for the Tehran Research Reactor, IRNA said.
Diplomats accredited to the IAEA in Vienna told Reuters that Iran had apparently resumed converting into fuel small amounts of higher-grade enriched uranium - a process which if expanded could buy time for negotiations between Washington and Tehran on its disputed nuclear program.
The possibility of Iran converting enriched uranium into fuel - slowing a growth in stockpiles of material that could be used to make weapons - is one possible way in which the nuclear dispute between Iran and the West could avoid hitting a crisis by the summer.
Tehran could otherwise have amassed sufficient stock by June to hit a "red line" set by Israel after which it has indicated it could attack to prevent Iran acquiring enough fissile material for a nuclear weapon.

NEW YORK (AP) ? Cellphone companies say their networks are largely up and running after a blizzard dumped up to 3 feet of snow on New England.
Not all cell towers have backup power, so natural disasters can take out cell service through power outages. Last fall's Superstorm Sandy had a major impact on cell service in flooded areas of the Northeast.
This week's snowstorm had much less effect. AT&T Inc. says the "vast majority" of its cell towers in the hardest-hit states are operating fine, and work is under way to restore service in some areas. Verizon Wireless, which prides itself on providing backup power to nearly all sites, says its network is performing well. Sprint Nextel Corp. says the storm's impact was "minimal."

Police said vandals have hit a fur shop owned by Des Moines Mayor Frank Cownie.
A passerby on Sunday morning noticed the damage at Cownie Furs, west of the city's downtown.
Police said someone spray-painted the word "murder" on the side of the building, and three windows and three glass doors were broken.
Damage was estimated at $2,700.
There have been no arrests in the incident.

Pope Benedict XVI stunned the world today by announcing his resignation from the papacy, effective Feb. 28. He will be the first pope to step down since Gregory XII in 1415. His resignation raises several questions that the Explainer will endeavor to answer?even though the near-unprecedented nature of Benedict?s decision means that in several cases, we?ll just have to wait and see.
Should I still call him Benedict XVI, or does he go back to being Cardinal Joseph Ratzinger?
We don?t know yet what name he?ll go by. Pope Gregory XII (born Angelo Correr) continued to be known as Gregory until his death in 1417.
We also don?t know whether Benedict will become a cardinal again. He won?t automatically revert to being cardinal?he would have to be reappointed cardinal by his successor. There is some precedent for this to happen; Pope Gregory XII was appointed cardinal upon his abdication.
Benedict will definitely remain a bishop until his death, since becoming a bishop is a sacrament, and even bishops who are removed from office aren?t stripped of that title.
He?ll move to the Apostolic Palace of Castel Gandolfo, the pope?s summer residence. Castel Gandolfo is a resort town on Lake Albano near Rome. Afterward, he?ll move to a monastery of nuns in the Vatican. (At the moment, he?s waiting on renovation work at the monastery to be completed.) It?s unclear whether he?ll remain in the Vatican or move elsewhere (perhaps in his native Bavaria) once he?s concluded ?a period of prayer and reflection? at the monastery.
What kind of retirement benefits does the pope have? Does he get a pension?
Since no pope has retired in almost 600 years, there is no formal retirement plan for popes. However, as a bishop (and possibly a cardinal), Benedict will continue to have access to the Vatican?s lavish healthcare plan and probably also to the private doctors who currently manage his medical treatment. The pope does not officially receive a salary, though his needs are seen to by the Holy See. Canon law requires each diocese to provide support and housing for its priests after they retire, though the details of priests? and bishops? pension plans vary from country to country.
Will he have any say in choosing his successor?
Officially, no. Pope Benedict XVI will not participate in the papal conclave to elect the next pope. (For one thing, as previously mentioned, he may not revert to being a cardinal. For another thing, he?s too old to take part in the papal enclave?only cardinals under the age of 80 may vote.) However, Pope Benedict appointed 67 of the 118 members of the College of Cardinals who are currently eligible to participate in the election of the next pope. This means that Benedict will have had at least an indirect influence over the election.
Will he still be infallible?
No?and in fact, he?s never been infallible. In accordance with the First Vatican Council of 1870, the pope is infallible only when he makes an ex cathedra statement?that is, a statement concerning ?a doctrine concerning faith or morals to be held by the whole Church.? Most popes never make ex cathedra statements during their papacy; only one infallible statement (regarding the Assumption of Mary) has been made since the First Vatican Council of 1870. Pope John XXIII was quoted as saying, ?I am only infallible if I speak infallibly but I shall never do that, so I am not infallible.? Pope Benedict XVI has never spoken ex cathedra, and he will lose the ability to do so once he resigns from the papacy.
Will he maintain control of the @pontifex Twitter account, or will his successor inherit it?
It?s unclear at the moment. However, when the Vatican was choosing a handle for the pope, @benedictusppxvi was considered and rejected in favor of the more general, less personal @pontifex. This would seem to indicate the Twitter handle is attached to the office, not the man. Additionally, though Benedict personally composed his first tweet on an iPad on Dec. 12 (not without technical difficulty), most of the tweets from his account have been composed by aides. Therefore, it?s likely that control of the Twitter account will remain with the Vatican rather than with Benedict.

February 9, 2013 at 11 AM, was the Visual Graphic Design Conference in SM Cinema 2 Cebu. My much awaited conference this year has finally happened, and today I will be sharing my experience to everyone!
When I came to SM, it hasn?t started yet, and honestly, when there is a new conference like this next time I will surely be the first on the line because it was soooo tiring to stand there and wait for the super long line, unless you have some co-workers or friends with you, it wouldn?t be that bad. But seriously, it was a bit frustrating, but anyway, it started officially at 11:30 AM and I am still glad about it.
As always, a conference will start by introducing what this is all about. The sponsors, should be mentioned, what?s gonna happen, and the host will be the one to do this. She was one great host I think, she makes the whole conference wake up, and I think that should be the personality of a host.
So here is the host of the conference, I just want to tell you that I am not that good with names. So I forgot their names, and wasn?t that confident to talk to them though
Now let me share to you the speakers, and awesome experiences and wisdom they have shared.
The first one was?Alduane?Ma?o, he is an illustrator and apparel designer. So he creates designs for the t-shirts. Let me include the information from http://visualdesign.ph so that this is complete:
?Alduane Mano was born and raised in ?The Land of Promise?, Davao City. He is a self-taught graphic artist and illustrator. Alduane finished a degree in Civil Engineering yet chose to pursue his heart for arts and media. His body of work ranges from posters, cd art to merch design, catering mainly the entertainment and clothing industry. Driven by a desire to uplift and influence this visual generation, Alduane started creating vintage looking ? cartoon based artworks for his local and international clientele?
I am sorry that the picture isn?t that good and clear. I took this at the very front, I made sure I can sit in the front so that I can understand everything and get so focused on the discussion. The picture above is when the host gave plaques of appreciation to all the speakers ? this was the end part. I can?t take photos of the speakers while they?re discussing because it was too dark, only the screen is clear.

He showed some awesome, cool, fantastic illustrations. I appreciate his artworks, I think they?re unique and unusual, but as a girl, I think the designs are so masculine. So maybe his clients are mostly males ? just a guess. But overall, the designs are unique and very creative. He is definitely a one of a kind artist!

He?s Charles Buenconsejo, and I think he is the weirdest, super unique and creative artist I have ever seen personally. Most artists express who they really are through their artworks, and this guy showed it through his character ? what people see ? and it completely comes out to all his artworks.
He?s a photographer by the way, and he?s photos are unique, sometimes I don?t understand why he took those pictures. An example of the picture he took (which I wasn?t able to capture) was a picture of a dead rat on the road. He took it HD, and the rat is so clear and gloomy. ?Of course, you all know that I don?t like gloomy, dark, deadly photos. But anyway, he expresses who he is through his artworks, and I appreciate that. There are a lot of ways you can express who you really are, and artwork is a great medium.

Anyway, here?s Dan Matutina, he?s an illustrator and I find his artworks very impressive and creative. I can remember my friends doing doodles on their notebooks when I saw his artworks. I think I should show you an example of his artwork which I find very creative, here?s one:

See what I am talking about? He?s artworks are, I don?t know, it?s difficult to describe, maybe the perfect adjective here is ?speechless?? Hehehe
The artwork is I think can be described as an illustrated, doodled, image with some noise on it. I don?t know, it?s just very unique, and beautiful. I am amazed!
?Dan Matutina is a designer and illustrator whose style is a mix of handmade and digital, clean and dirty, old and modern aesthetics. He loves mixing colors with different textures and shapes to tell a story. He is a co-founder and partner at Plus63 Design Co. His body of work include collaborations with GOOD Magazine, Google Think Quarterly, Mediatemple, WIRED, Rogue Magazine, Droga5 and other tech startups, ad agencies and design studios.
Aside from art and design, his other loves include coffee and turon.?
So yes, he can?t speak straight bisaya I guess, because he?s from Leyte. He uses Tagalog, and English when he explained his crafts.
And yes of course, he created his own company/studio, and it was awesome. Of course the fourth speaker, a cinematographer! He?s one of my much awaited speakers, and I really love to hear his experiences and discussion about cinematography.
He?s Don Frasco, and he explained a lot of ?nose-bleeding? terms about cinematography to us. I just took pictures of the notes on the screen. Maybe I can share those notes someday, maybe, if I fully understand what this is all about.
One thing I will never forget about his explanation, is that cinematographer is the one who takes care of the light and exposure, so it?s more on the camera. And the production designer, will be the one to work for the art direction. I thought they?re just the same before, alright, it?s clear now.
He discussed a lot actually, and it wont fit here. So anyway, let me place his bio from visualdesign.ph
?Don Gerardo Frasco is a filmmaker trained in the art and craft of Cinematography. His skills derive from his initial education as a Still Photographer at the International Academy of Film and Television in 2006, and as a Director at the New York Film Academy in 2009. After graduating from the One-Year Filmmaking program, Don interned at XXXXMagazine under fashion photographer Indira Cesarine, shooting fashion videos for the online magazine. His freelance work includes experiences as Director of Photograhy, Gaffer, and Assistant Camera on several shoots. Don returned to the New York Film Academy in 2011 to complete the One-Year Cinematography program, where he became intimately experienced with the RED, 16mm, and 35mm.
Since then, Don has been the Cinematographer for over twenty short films, along with five fashion videos. He was also a creative consultant for John Henri Alston?s feature film, Red Butterfly. Don?s experience as a director has made him peerless in his sensitivity for lighting and camerawork. His cinematography is deeply influenced by the emotions of the characters, which makes his work subjective, unique, and powerful.?

Dwynn Trazo ? I think this man?s job is probably one of the most challenging artistic job I?ve ever known. Oh my, he discusses what information graphics is all about, and what he does. My goodness, it?s very very challenging and needs lots and lots of brain storming and most especially research and research and research.
Here?s an example of his mind blowing work:

When you open it, well lots of information are there. His job was to make a design in this whole page, that will fit lots and lots of information about the subject. It?s like journalism or essay writing, but the problem here is that you need to create a very intensive design. Which means that all the information are all connected to the subject, so you need to create a design that creates connection, trivia, and squeezed specific information into the page. You?ll need to make lots and lots of?analyzing. I am amazed by every pages he showed on the conference, he was like a teacher to the kids about, well very broad topics!

?Dwynn Trazo holds a Bachelor of Fine Arts degree at the University of San Carlos, graduating Cum Laude in 2001. He started as a Graphic Artist at Creatron (2001-2002) early in his career, then moved on to become Creative Supervisor at Bigfoot Global Solutions, Inc. maintaining various websites while briefly immersing himself in 3D projects.
In 2006, he accepted a position at Dubai-based media giant, Gulf News, as an Infographic Designer. It proved to be his best decision career-wise. Six years later, Dwynn has received 30 international awards and recognitions as visual journalist for Gulf News. That?s 25 Awards of Excellence and 1 Silver Award from SND (Society for News Design), 2 Golds and 1 Silver from WAN-IFRA (Asia Media Awards) and 1 Bronze from Malofiej (the infographic summit). Additionally, 5 of his editorial cartoons have also been recognized and published by the WPC (World Press Cartoon) for four straight years now. His eye for detail and structure, commitment, willingness and sense of leadership are what he considers the main traits that got him the accolades.

Yes, right, he?s one super noisy, loud, with awesome character artist. I kept laughing when it was his turn. His talent is very basic, but cool and he focused on it and look where is he now? He?s a great comic illustrator, he?s works are awesome, as in awesome and jaw-dropping drawings of superheroes, very detailed and you can really sense the years he invested in mastering the craft. He?s amazing, that?s all I can say.
You know what? He already worked in Marvel, and DC comics, all his hard work is paid off. He said he is from Mindanao, and asked his father, also an artist, that he wanted to go to Cebu because he believed that Cebu is the place for comic artists. He was a scholar in DOST and took IT in college, but still pursued drawing!
?Harvey Montecillo Tolibao hails from Malaybalay, Bukidnon. He studied Information Technology and held various jobs including furniture designer, cartoonist, graphic artist, illustrator, web designer, tattoo artist and messenger, but he was determined to pursue his dream of becoming a comic book artist.
In 2007, Marvel gave him his big break on the Iron Man Annual. Since then he has been working as a freelance artist for Marvel Comics and is popularly known for his mini-series in collaboration with Christopher Yost in ?Psylocke?, ?X-Men: Hellbound?, ?Uncanny X-Men? and variant covers for Heroes For Hire. In 2011, he worked on ?Star Wars Knights of the Republic? and ?New Guardians? in the Green Lantern series. In 2012, DC had a deck shuffling and created a new team which gave him the chance to work on the Green Arrow series with writer Ann Nocenti.?

And the last but not the least, the animator! This is what I?ve been waiting for! He has an awesome, amazing skills in animation. And he showed us lots of videos of his reel, they are all super cool. I didn?t know that a movie could have a 370TB size in a hard drive! I didn?t understand some of the terms he used actually, like the shots, number of shots made in a sequence, ?I don?t quite understand those stuff yet. But I think I am familiar with the terms he used when he explained something about the use of Autodesk software. He uses 3ds Max in his reel, and the results were awesome.
?The main thing asked by Singapore company ILM from him to work for transformers, was the use of cloth, he showed us his example, it was a girl dancing in pink japanese dress. It was really great, and like I was just staring at the screen for his whole discussion, like?.oohhh myy goooddnees! He rockes!
?Gem Cadiz is a Creature Technical Director for Industrial Light and Magic under Lucasfilm Animation Singapore. He started doing 3d animations as a hobby back in 2004 and got his first job as a junior video editor in 2005. He then became a 3d generalist and got into infomercial work for 2 years and about a year and a half in architectural visualization as well. He?s been with Lucasfilm Singapore ever since he got into the Jedi Masters Program back in 2009 as a Creature Dev apprentice. He has had the privilege to work on great projects such as Rango, Transformers: 3 (Dark of the Moon), Transformers 3 The Ride (Universal Studios Singapore), Star Wars: The Clone Wars (animated TV series), and more recently Pacific Rim.?

I did not ask any question, hehe, I just can?t think of any question yet because I was amazed by their lives and stories.
Also, after every speaker, there is a raffle, and I wasn?t chosen and did not get any t-shirts and what?s so frustrating is that the last raffle prize will be a bamboo tablet, huhuhu, I know right?
Anyway, University of the Visayas, the sponsor of this event showcased their ?new school called the ?New Media and Design School?, they even showed pictures of the environment where students will be learning and get inspired with the fun environment. They also explained to us that they are opening 1 year diploma for graphics, 30k, 3 months basics and focusing on the major graphic learning?for 60k, and a 1 month intensive training for 15k.
They discussed the advantages about taking courses from their new school, one is ? ?no more minor subjects! I think that is so cool.
I guess that is all for today. We received some brochures, on this little bag from the conference, and there are other information from this brochure. I might be adding this information later.

How much snow are we talking about?
The National Weather Service says that southern New England, which will get the brunt of the storm, could see anywhere from 18 to 24 inches between Friday and Saturday. Suffolk County in New York is under blizzard watch, as are parts of Massachusetts, Connecticut, and Rhode Island, reports The Associated Press. New York City is expecting slightly less snow ? somewhere between 4 and 6 inches. The storm could be as bad as the historic blizzard of 1978, which dumped more than 2 feet of snow and blew through New England with hurricane-level winds. A few analysts say Nemo could be one of the 10 most powerful storms in the history of the region.

WASHINGTON (AP) ? Saturday mail may soon go the way of the Pony Express and penny postcards. The Postal Service said Wednesday that it plans to cut back to five-day-a-week deliveries for everything except packages to stem its financial losses in a world radically re-ordered by the Internet.
"Our financial condition is urgent," declared Postmaster General Patrick R. Donahoe. But Congress has voted in the past to bar the idea of eliminating Saturday delivery, and his announcement immediately drew protests from some lawmakers. The plan, which is to take effect in August, also brought vigorous objections from farmers, the letter carriers' union and others.
The Postal Service, which suffered a $15.9 billion loss in the past budget year, said it expected to save $2 billion annually with the Saturday cutback. Mail such as letters and magazines would be affected. Delivery of packages of all sizes would continue six days a week.
The plan accentuates one of the agency's strong points: Package delivery has increased by 14 percent since 2010, officials say, while the delivery of letters and other mail has plummeted. Email has decreased the mailing of paper letters, but online purchases have increased package shipping, forcing the Postal Service to adjust to customers' new habits.
"Things change," Donahoe said.
James Valentine, an antiques shop owner in Toledo, wasn't too concerned about the news.
"The mail isn't that important to me anymore. I don't sit around waiting for it to come. It's a sign of the times," he said, adding, "It's not like anyone writes letters anymore."
In fact, the Postal Service has had to adapt to changing times ever since Benjamin Franklin was appointed the first postmaster general by the Continental Congress in 1775. The Pony Express began in 1860, six-day delivery started in 1863, and airmail became the mode in 1918. Twice-a-day delivery was cut to one in 1950 to save money.
But change is not the biggest factor in the agency's predicament ? Congress is. The majority of the service's red ink comes from a 2006 law forcing it to pay about $5.5 billion a year into future retiree health benefits, something no other agency does. Without that payment ? $11.1 billion in a two-year installment last year ? and related labor expenses, the mail agency sustained an operating loss of $2.4 billion for the past fiscal year, lower than the previous year.
Congress also has stymied the service's efforts to close some post offices in small towns.
Under the new plan, mail would be delivered to homes and businesses only from Monday through Friday but would still be delivered to post office boxes on Saturdays. Post offices now open on Saturdays would remain open.
Over the past several years, the Postal Service has advocated shifting to a five-day delivery schedule for mail and packages ? and it repeatedly but unsuccessfully has appealed to Congress to approve the move. An independent agency, the service gets no tax dollars for its day-to-day operations but is subject to congressional control.
The proposed change is based on what appears to be a legal loophole ? and that may be a gamble. Congress has long included a ban on five-day-only delivery in its spending bills, but because the federal government is now operating under a temporary spending measure rather than an appropriations bill, Donahoe says it's the agency's interpretation that it can make the change itself.
"This is not like a 'gotcha' or anything like that," he said. The agency essentially wants Congress to keep the ban out of any new spending bill after the temporary measure expires March 27.
Might Congress try to block the idea?
"Let's see what happens," he said. "I can't speak for Congress."
Two Republican lawmakers said they had sent a letter to leaders of the House and Senate in support of the elimination of Saturday mail. It's "common-sense reform," wrote Darrell Issa of California, chairman of the House Oversight and Government Reform Committee, and Tom Coburn of Oklahoma, top Republican on the Senate Homeland Security and Governmental Affairs Committee.
But Alaska Democratic Sen. Mark Begich called it "bad news for Alaskans and small business owners" who he said need timely delivery to rural areas.
Sen. Susan Collins, R-Maine, said she was disappointed, questioned the savings estimate and worried the loss of Saturday service might drive customers away.
"The Postal Service is the linchpin of a $1 trillion mailing and mail-related industry that employs more than 8 million Americans in fields as diverse as direct mail, printing, catalog companies, magazine and newspaper publishing and paper manufacturing," she said. "A healthy Postal Service is not just important to postal customers but also to our national economy."
She noted that the Senate last year passed a bill that would have stopped the postal service from eliminating Saturday service for at least two years and required it to try two years of aggressive cost cutting instead.
The House didn't pass a bill.
Republican House Speaker John Boehner said Wednesday, "I think trying to act in this postal area is pretty difficult. But I understand where the postal commission is coming from. They're in charge with running the post office, but yet the Congress, in its wisdom, has tied their hands every which way in order for them to actually run the post office in a revenue neutral way."
"And so Congress needs to act, there's no question about that, and I hope we'll act soon."
President Barack Obama's spokesman, Jay Carney, said the White House learned only Tuesday about the agency's decision to cut Saturday service. He said the White House is still evaluating the decision but would have preferred its own comprehensive overhaul package that failed to pass Congress last year be adopted "for the sake of a stronger future Postal Service."
The president of the National Association of Letter Carriers, Fredric Rolando, said the cutback is "a disastrous idea that would have a profoundly negative effect on the Postal Service and on millions of customers," particularly businesses, rural communities, the elderly, the disabled and others who depend on Saturday delivery for commerce and communication.
He said the maneuver by Donahoe to make the change "flouts the will of Congress, as expressed annually over the past 30 years in legislation that mandates six-day delivery."
The National Farmers Union said "impacts on rural America will be particularly harmful."
Despite that opposition, the Postal Service clearly thinks it has a majority of the American public on its side. The service's market research indicates that nearly 7 in 10 people support the switch as a way to reduce costs, Donahoe said.
He said the savings would include employee reassignment and attrition.
The agency in November reported a record annual loss of $15.9 billion for the past budget year and forecast more red ink in 2013, capping a tumultuous year in which it was forced to default on the $11 billion in retiree health benefit prepayments to avert bankruptcy.
The financial losses for the fiscal year ending Sept. 30 were more than triple the $5.1 billion loss in the previous year. Having reached its borrowing limit, the mail agency is operating with little cash on hand.
The Postal Service is in the midst of a major restructuring throughout its retail, delivery and mail processing operations. Since 2006, it has cut annual costs by about $15 billion, reduced the size of its career workforce by 193,000, or 28 percent, and has consolidated more than 200 mail processing locations, officials say.
At the DeCicco Food Market in Pelham, N.Y., where they handle the mail for all 10 of their stores, the assistant manager, Frank Torres, said they will try to adjust their routine. I'll tell you, though, the customers are pretty upset, we've been hearing them at the (checkout) registers. Some of them get mail they want on Saturday.
"You know what also, it will be strange not seeing the mailman on Saturday. Our office girls know him on a first-name basis."
