Cruise ship drifting after fire off Philippines

(AP) ? A cruise ship with about 1,000 people on board was drifting in waters south of the Philippines after a fire disabled its engines, the Philippine coast guard said Saturday. Five crew members were injured.

The fire on the Azamara Quest started late Friday, a day after the ship left Manila for Sandakan, Malaysia, and was immediately put out, said coast guard spokesman Lt. Cmdr. Algier Ricafrente. He said there were no other details about the incident.

The ship was carrying 590 passengers and 411 crew members, he said.

The ship's operator, Azamara Club Cruises, said in a statement that no passengers were injured in the fire, which was in one of the ship's engine rooms and was immediately extinguished. But five crew members suffered smoke inhalation, including one who was seriously injured and needed hospital care.

Azamara Club Cruises is part of Royal Caribbean Cruises Ltd., which has been hit by accidents this year that have undermined its operations, including a cruise ship that capsized off the coast of Italy, killing 32 people.

Two Philippine coast guard vessels and a patrol boat were expected to reach the Azamara Quest late Saturday to offer assistance, Ricafrente said. The vessel was about 139 kilometers (75 nautical miles) southwest of the Philippines' Tubbataha Reef when the coast guard received the report of the fire early Saturday from a local ferry and a towage company in Manila.

There was no direct contact with the ship's crew, Ricafrente said, adding that the coast guard would investigate why Philippine authorities did not receive any distress call during the fire.

The cruise company's statement said the ship was running on emergency power in "calm seas" near Indonesia's Borneo Island.

Engineers have restored power to one of the ship's engines to re-establish air conditioning, running water, plumbing, refrigeration and food preparation, the company said.

"While the ship does not have propulsion capabilities at this time, it is in the process of being repaired," it said.

The company said the rest of the ship's voyage would be canceled.

The vessel left Hong Kong on Monday for what was supposed to be a 17-day cruise. The ship was scheduled to make port calls in Manila and Sandakan, as well as several stops in Indonesia, before arriving in Singapore on April 12.

It was the latest blow for Royal Caribbean Cruises Ltd. In January, 32 people died when the Costa Concordia ran aground and capsized off the western coast of Italy. A month later, a fire on the Costra Allegra left that ship without power and adrift in waters known to be prowled by pirates in the Indian Ocean for three days.

Leveraging The Cloud For Disaster Recovery - Data Management ...

Using public cloud resources can provide remote facilities, staffing and resources for disaster recovery planning if you don?t have your own. It can make an IT organization more agile and flexible as they can add or remove resources and staff as needed, and typically pay only for what they use ? helping maximize budgets.

The cloud offers businesses and non-profit organization a way to convert capital expenditures (CAPEX) to operational expenditures (OPEX) and helps IT better manage budgets overall, as all expenses are known in advance. But there are a variety of questions and concerns including:

??Is transferring large volumes of data and databases over the wire for offsite storage even feasible?
??How long will it take to recover that data in the case of a local system or storage crash?
??What about data security across the wire?
??What about the security of your data once it?s stored at the cloud provider?s facility?

The cloud can enable a good archiving and disaster recovery resource. It can even be a failover location for high availability of your critical applications and data for business continuity, as long as there is careful planning and the right tools are used. It may provide an IT organization with more agility and flexibility in deploying its business continuity/disaster recovery (DR) strategy and resources, while helping to reduce costs by reducing the need to purchase, deploy, manage and maintain the associated hardware and software.

The cloud may also be the perfect solution for companies that don?t have their own remote DR site or data center.? You can use it for offsite backup and long-term data storage, as a secure offsite host for continuous data protection (CDP) and even for failover servers to achieve a high-availability environment. These and other issues are being addressed on World Backup Day.

I outlined different ways you can leverage the cloud for data protection and disaster recovery in a whitepaper?.? What do you think are the most important considerations and caveats? Please share your thoughts.

Obese baby girls at increased risk of heart disease ... - Hamara Health

Washington, Mar 30 (ANI): Heavier female babies are more likely to develop diabetes and related metabolic risks when they grow up as compared to their male counterparts, a new study has revealed.

The incidence of early onset type-2 diabetes has been rising in stride with the epidemic of childhood obesity.

Previous studies have shown that cardiovascular risk factors in childhood and adults are associated with birth weight.

This study investigated the associations between birth weight and body fat distribution in early childhood with future metabolic risk factors such as obesity, insulin resistance and high blood pressure.

"What happens to a baby in the womb affects future heart disease and diabetes risk when the child grows up," Rae-Chi Huang, the study?s lead author from The University of Western Australia in Perth, said.

"We found that female babies are particularly prone to this increased risk and females who are at high risk of obesity and diabetes-related conditions at age 17 are showing increased obesity as early as 12 months of age," Huand said.

In this study, the researchers examined 1,053 17-year-olds from an Australian birth cohort. Follow-up of study participants took place at eight intervals between one and 17 years of age.

In addition to birth weight and BMI, researchers took measurements of blood pressure and levels of insulin, blood glucose, triglycerides and cholesterol.

The 17-year-old girls with the greater waist circumference, triglycerides, insulin, and lower HDL-cholesterol (good cholesterol) were also heavier from birth with consistently higher BMI thereafter. In contrast, birth weight had no statistical impact on metabolic risk factors in males.

"These findings are significant because in our modern western society, we are seeing increased maternal obesity and gestational diabetes, which means there will also be a rise in female newborns that are born large for their age.

"Our results can be applied to public health messages targeting both maternal health and measures in early infancy regarding the prevention of childhood obesity and its consequences," Huang added.

The study has been published in The Endocrine Society?s Journal of Clinical Endocrinology and Metabolism (JCEM). (ANI)

American Idol Results: Who Got Booted?

They all chose singles by their personal idols this week, but for one member of the American Idol top 9, that role model proved to be unlucky tonight.

Whose name was called at the conclusion of the latest results show? Did the judges use the power of their save to keep this individual around? You're seconds away from the answer...

Idol Top 9

Following performances by Nicki Minaj and Scotty McCreery, Hollie Cavanagh, Sklyar Laine and Heejan Han stood in the bottom three. Hollie was the first to be told she was safe, leading to the announcement moments later that Han would be going home.

He once again belted out "A Song For You" in an attempt to be rescued by the panel, but - despite tears from Jennifer Lopez - it was not meant to be. Only eight finalists remain.

Did Han deserve to go home this week?

iPhone 4 owners who don't want free bumpers can register for $15 antennagate settlements

The official website for the iPhone 4 "antennagate" class action settlement is live, as pointed out by co-lead counsel on the case Ira Rothken. Of course, speaking of cases, if you're an iPhone 4 owner who has taken advantage of the free bumpers Apple's been offering since 2010 then you're not eligible for the $15 settlement. Customers who meet the requirements (experienced antenna issues, couldn't return your phone without incurring costs, don't want to put on a bumper or case and either completed troubleshooting or no longer own the phone) can opt for the payout and file their claim at the website linked below. Of course, assuming you're not a stickler for that skin-to-metal and glass feel the case is probably the better deal overall, but as long as this issue is finally dead and buried we can probably all walk away happy.

Osaka University wants to shake your hand with its robotic glove (video)

Image
Feel like you aren't connecting with the people you video chat with? A team from Osaka University has developed a robotic hand that'll start a chat by gripping your paw with the warmth and firmness of a rugby player. Assembled from silicone and sponge, the researchers fitted a film heater to keep the electrical extremity at 37 degrees Celsius -- the theory being that if its warmer than your own hand, you're more predisposed toward it. Future plans for the mechanical metacarpus include adding a pressure sensor so it'll match your grip and welding it to a telepresence robot for executives to harass their colleagues with a constant stream of formal greetings. If you're wondering, the answer's yes; we do have footage of terrified exhibition guests giving it a go after the break.

Living on a Stream - The ultimate online lifestyle collection | Craze ...

A couple of weeks ago, I was talking to a friend about streaming. I was marveling how easy it?s becoming to beam a live video feed, anywhere, not only to a friend or a group, but, essentially, the entire world. The province of the network news team with satellite truck has now extended to anyone with a smartphone.

I ranted that we?re only at the beginning of a process that will transform the way we watch moving images, not to mention what those images are and how we produce them. We are well clear of the world of television ? where video meant sitting down in a living room and watching carefully scheduled, professionally produced ?shows? ? and now are about to move from our more fluid, DIY and YouTube-infused paradigm into something different: an explosion of video as its happening now.

Whether the point is to share an environment with friends or co-workers for an extended period of time, to indulge in a slickly produced event enhanced by the knowledge that it?s live, or to drop in on the most compelling events on the planet at any time, more and more of what we see will be seen as it happens.

Since my friend was Kevin Kelly, an adherent of the ?Long Bet,??whereby people on opposing sides of a prediction put money down to back up their hunches, we crafted a challenge: If within 10 years, more than half of all video watched is live, I win.

As soon as we agreed, I pulled out my iPhone and opened an app called Color. I then turned the camera on Kelly and asked him to explain the bet. Within seconds I was able to show him that several people in my social circle were already watching, in real time. I think that shook his confidence a bit.

(OK, there was no audio on the Color feed ? but I have 10 years to wait for this stuff to get better!)

Of course, to some degree, we?ve already become well accustomed to streaming live video. Hundreds of millions of people Skype with each other, sometime for hours. Once a novelty, live-streamed events on the web are now common: Everything from a local government hearing to the Super Bowl can be viewed as it happens. We?ve even approaching the point where people get annoyed if certain things aren?t streamed. But we?re creeping up to a big inflection point.

The next step is for everyone to make use of the tiny, high-quality HD cameras in our phones and our computers to routinely stream live to selected friends or everyone.

Companies big and small are rising to provide a stream ecosystem. Right now, the leader in instant streaming is Ustream, which has a real-time broadcast platform that scales to major events. Lurking in the background, though, is the giant YouTube, which hopes to have many millions of channels. No company has the infrastructure and audience of Google and I expect that YouTube?s center of gravity may well move from uploaded video clips to real-time live streams.

Google also has quickly become a player in social real-time video. The breakout component in Google+ is Hangouts, a real-time video conference system. (So much so that Google now uses it as its corporate conferencing system.)

But even smaller companies are getting in the game. There?s even an open source project called WebRTC, developing a simple plug-in browser technology that implements real-time streaming on a web page.

Then there is Color, the iPhone app that I used to beam my bet to the world. Founded by serial entrepreneur Bill Nguyen, Color lets you become a broadcaster to your social network with the touch of a record button. Tellingly, Nguyen adopted this plan as a business reset after a disastrous initial launch of his app ? to save his company, the canny technologist figured out the next big wave.

Color is deeply integrated with Facebook, which has visions of unlimited streams through its Open Graph policy. It?s also streamed big events itself.

Sean Parker and Shawn Fanning ? co-founders of one of the world?s most disruptive products, Napster ? are putting their money on real time, with a video startup called Airtime. And still around is Justin.tv, which started as a way for founder Justin Kan to live-stream his life, every minute of it. I just checked the site and found 3107 live channels. A JustinTV spinout, Socialcam, has a few million downloads.

An entire generation already is unaware that it was once thought of as a huge novelty to ?be on TV.?

But the coming generation will probably never experience a day where they?re not on internet-streamed video, for at least part of the time. (If you figure security cameras in the equation, we?re already there.) As Socialcam?s CEO Michael Seibel told a reporter: ??Fundamentally, 30 million Americans are five feet away from a video camera 24 hours a day. It?s never been that way before.

One innovative new startup, Prism Skylabs, is devoted to making use of security cameras via analytics and graphic tricks to ?combine streams of washed-out and noisy video into gorgeous, photo-like images? .? I?ll leave it to privacy activists and sociologists to figure out the implications. Trust me, they are massive.

And what about the traditional purveyors of video, the professionals who provide programming to broadcasters? Increased quality of real-time video means that the vitality of live streaming can move up the food chain.

More and more professionals will adopt it as a technique, much in the way that high-end moviemakers use handheld cameras to add brio to their work. Viewers used to the kick of live video may lose patience with the lack of spontaneity, and demand that studios show live programming distinguishable by high production values.

In order to help kick this revolution down the road, I see the need for two important components that, as far I am aware, don?t currently exist.

If you are an entrepreneur looking for an opportunity, feel free to plunder. (Of course it wouldn?t hurt your karma to kick back a percentage to me for the idea.)

First, that?s a virtual equivalent to the director?s trailer at an NFL game. (Ideal name for this product: Control Room.) ?Running off a laptop, Control Room accepts any number of streams from a single event (or a montage of some related events) and allows the ?director? to choose which one is live at any second. ?All the tools of the control room ? titles, telestrators, zoom, etc ? are available.

I can imagine every kid?s soccer game or high school play will have at least one parent using this to orchestrate a single high-quality production available live over the web to any relative who can?t make it. And every demonstration will have its real time Costa-Gavras. Bill Nguyen has told me that Color is already working out a deal with a news provider to help users provide real-time streams of major events.

The second product is a real-time video search engine.

It will hinge on someone coming up with breakthrough that enables search through all millions of the live streams happening at any moment, ?producing the one that a user wants to see. I don?t know if Google is working on this, but I wouldn?t be surprised if some genius computer scientist figures this out first.

Again, all sorts of social issues abound here. What do we do about face recognition? (Troubling as the prospect may be, I don?t see how we keep it down.) What are the rules when people start leaving on cameras all the time, and streaming the content to the web? Will we all be Justins? Or will we be a society mired in voyeurism?

Obviously, I have no answer to those questions. What I do believe, though, is that as it becomes dead-simple to flick the video on our phones and make the content public, and maybe even make a buck off it, we?re in for a wild ride.

Anyone who doubts it has not noticed how much a reflex it is for people, when witnessing any incident that?s even mildly interesting, to whip out the phones and start recording. All we?re missing is that one push to make video viewable to the world as it happens ? to make it as easy to publicly stream a piece of video as it is to Tweet.

Oh, yes, I forgot. There?s already a company that?s calling itself the ?Twitter of video.? It?s called Klip, led by Alain Rossman, who was on the original Macintosh team and one of the pioneers of tablet computing.

?We?re moving to a world where everything is captured and everything is shared in real time,? Rossmann recently told Business Week. ?Our entire history will be chronicled in a mosaic of video.?

Probably the main obstacle to this movement is our woeful rate of high-speed broadband adoption.

Streaming millions of videos is going to flood the spectrum. We?ll need better compression, lots more bandwidth, and a kick in the butt to oligarchic powers that want to cap our data.

Otherwise, the real-time video era will hit us more like tsunami than a stream. Every conference talk. Every concert. Every birthday party. Every LOLcat on the verge flopping into the toilet when swiping at catnip. (Will he? Won?t he? For aficionados of feline follies what was once a 20-second YouTube clip will transmogrify into a two-hour time killer.) Our cameras will capture more and more of the great moments and the mundane ones of our lives ? eventually we may never turn them off, except to charge the batteries.

And, I?m figuring that inside of a decade ? maybe even sooner ? we will be watching more live video than pre-taped television shows, YouTube clips and recycled Daily Show snippets.

Don?t bet against it.

For Long-Unemployed, Hiring Bias Rears Its Head

James Avenell ?? zero times read
Submitted 2012-03-23 02:17:36 Surprise is always the reaction when a cheating spouse is discovered in the midst of their infidelity even when every attempt is made to conceal the insidious affair. When someone betrays the trust of their spouse or partner by having an affair, everyone involved is deeply affected. It does not begin when your spouse sleeps with somebody else, rather, on the other hand, it starts when your spouse gets closer to somebody else. The reality is that it's difficult to feel trust again toward a partner who's cheated or been unfaithful.

Coping with an affair might be both a difficult and protracted process as individuals attempt to fix the shattered marriage and also recreate trust when it was lost due to the affair. Recovering from the damage done to your relationship by a cheating spouse takes great courage and fortitude. It is considered to be one of the hardest tests of your relationship and it may seem impossible, however, it can be done.. Both partners need to put a lot of effort into healing the damage and saving the marriage.

While you may have decided to repair your relationship, you may find that it is quite difficult. It can be very anxiety-producing to want to reunite with your spouse when you know their lover is waiting in the background to pick up the pieces if things don't work out. Because they involve deep feelings, emotional affairs can be more devastating to a marital relationship.

Relationships outside one's marriage inflicts emotional stress on the other partner, in addition to a number of other problems. Many factors must be considered: why one spouse strayed, the type of extramarital affair, the duration of the affair, how it was discovered, and if it's over now. This is unlikely to be the sole cause and could more likely to be the symptom of several underlying problems.

The message you should take from this discussion is that you can save your marriage, and it is possible to regain most of the relationship that was nearly destroyed. Your marriage can be saved and will make you a better person, if you tolerate the sufferings without any sense of bitterness or vindictiveness. If a relationship is going to survive after an affair, both partners have to want to work towards saving it. If you blame yourself for something which has already occurred, it will not help you but rather it will hurt you more by cutting deeper into your emotional core.

However, quite a few of us, once the initial shock has passed, resolve to salvage the relationship somehow. Knowing how to accept what has occurred is usually the first step to getting over the affair since denial is only running away. At this point, you are interested in finding out how it is possible to survive an affair. You have to want to make it work and be strong enough to make it work, when your partner has an affair, and you want to stay together. It is possible for a marriage to remain intact after the discovery of an affair, given both parties are still committed to it.

Yes, you can learn to enjoy life beyond a partner's extramarital affair; find out how!

The New Orleans Saints' crush-for-cash bounty system already cost them head coach Sean Payton for all of next season and general manager Mickey Loomis for half of it, plus two second-round draft picks and a $500,000 fine.

Former Saints defensive coordinator Gregg Williams, who oversaw and contributed money to the illegal fund, was suspended indefinitely.

Unforgiving and unprecedented penalties Wednesday from an NFL determined to rid its sport of hits that aim to knock opponents out of a game.

Now Commissioner Roger Goodell will turn his attention to possible punishments for two dozen or so defensive players the league's investigation found were involved in the extra payouts that he called "particularly unusual and egregious" and "totally unacceptable."

"We are all accountable and responsible for player health and safety and the integrity of the game. We will not tolerate conduct or a culture that undermines those priorities," said Goodell, whose league faces more than 20 concussion-related lawsuits brought by hundreds of former players. "No one is above the game or the rules that govern it."

The league is reviewing the case with the NFL Players Association before deciding what to do about players who were part of the Saints' scheme from 2009-11.

"While I will not address player conduct at this time, I am profoundly troubled by the fact that players ? including leaders among the defensive players ? embraced this program so enthusiastically and participated with what appears to have been a deliberate lack of concern for the well-being of their fellow players," Goodell said.

Targeted players included quarterbacks Aaron Rodgers, Cam Newton, Brett Favre and Kurt Warner. "Knockouts" were worth $1,500 and "cart-offs" $1,000, with payments doubled or tripled for the playoffs.

According to the league, Saints defensive captain Jonathan Vilma offered $10,000 to any player who knocked then-Vikings QB Favre out of the 2010 NFC championship game. The Saints were flagged for roughing Favre twice in that game, and the league later said they should have received another penalty for a brutal high-low hit from Remi Ayodele and Bobby McCray that hurt Favre's ankle. He was able to finish the game, but the Saints won in overtime en route to the franchise's only Super Bowl.

"The bounty thing is completely unprofessional. I'm happy the league has made it known it won't be tolerated," said left tackle Jordan Gross, Newton's teammate on the Carolina Panthers. "To think that something like that would happen ? guys trying to hurt someone to make a few extra bucks ? is just appalling. I mean we have a lot on the line, every single one of us. ... You don't want to see anyone taken out a game."

All payouts for specific performances in a game, including interceptions or causing fumbles, are against NFL rules. The NFL warns teams against such practices before each season, although in the aftermath of the revelations about the Saints, current and former players from various teams talked about that sort of thing happening frequently ? just not on the same scale as was found in New Orleans.

In a memo to the NFL's 32 teams, Goodell ordered owners to make sure their clubs are not offering bounties now. Each club's principal owner and head coach must certify in writing by March 30 that no pay-for-performance system exists.

Payton is the first head coach suspended by the league for any reason, while Loomis is believed to be the only GM to be. Goodell also suspended assistant coach Joe Vitt for the first six games.

Payton, whose salary this season was to be at least $6 million, ignored instructions from the NFL and Saints ownership to make sure bounties weren't being paid. The league also chastised him for choosing to "falsely deny that the program existed," and for trying to "encourage the false denials by instructing assistants to 'make sure our ducks are in a row.'"

All in all, Goodell's ruling is a real blow to the Saints, a franchise that Payton and quarterback Drew Brees revived and led to an NFL championship after decades of such futility that fans wore paper bags over their heads at home games.

Brees reacted quickly to the news on Twitter, writing: "I am speechless. Sean Payton is a great man, coach, and mentor. ... I need to hear an explanation for this punishment."

The Saints now must decide who will coach the team in Payton's place ? his suspension takes effect April 1 ? and who will make roster moves while Loomis is out. There was no immediate word from the Saints, but two candidates to take over coaching duties are defensive coordinator Steve Spagnuolo and offensive coordinator Pete Carmichael Jr. Spagnuolo has NFL head coaching experience; Carmichael does not, but has been with the club since 2006.

When the NFL first made its investigation public on March 2, Williams admitted to ? and apologized for ? running the program while in charge of the Saints' defense. He was hired in January by the St. Louis Rams; head coach Jeff Fisher said Wednesday he'll probably use a committee of coaches to replace Williams in 2012.

Goodell will review Williams' status after the upcoming season and decide whether he can return.

"I accept full responsibility for my actions," Williams said in a statement issued by the Rams. "I will continue to cooperate fully with the league and its investigation and ... I will do everything possible to re-earn the respect of my colleagues, the NFL and its players in hopes of returning to coaching in the future."

While some players who played for Williams elsewhere said he oversaw bounty systems there, too, the league said its interviews didn't find evidence that "programs at other clubs involved targeting opposing players or rewarding players for injuring an opponent." But Goodell could re-open the case if new information emerges.

After the NFL made clear that punishments for the Saints were looming, Payton and Loomis took the blame for violations that they acknowledged "happened under our watch" and said club owner Tom Benson "had nothing to do" with the bounty pool, which reached as much as $50,000 during the season New Orleans won its championship.

The discipline for the Saints' involvement in the bounty scheme is more far-reaching and harsh than what Goodell came up with in 2007, when the New England Patriots cheated by videotaping an opponent. Goodell fined the Patriots $250,000, stripped a first-round draft pick, and docked their coach, Bill Belichick, $500,000 for what was known as "Spygate."

Clearly, Goodell decided that attempts to hide the bounties were as significant a breach as the original rules violation itself.

As recently as this year, Payton said he was entirely unaware of the bounties ? "a claim contradicted by others," the league said. And according to the investigation, Payton received an email before the Saints' first game in 2011 that read, "PS Greg Williams put me down for $5000 on Rogers (sic)." When Payton was shown that email by NFL investigators, he acknowledged it referred to a bounty on Rodgers, whose Packers beat the Saints in Week 1.

The league said that in addition to contributing money to the bounty fund, Williams oversaw record-keeping, determined payout amounts and recipients, and handed out envelopes with money to players. The NFL said Williams acknowledged he intentionally misled NFL investigators when first questioned in 2010, and didn't try to stop the bounties.

Vitt was aware of the bounties and, according to the league, later admitted he had "fabricated the truth" when interviewed in 2010.

Loomis knew of the bounty allegations at least by February 2010, when he was told by the league to end the practice. But the NFL said he later admitted he didn't do enough to determine if there were bounties or to try to stop them.

R. Gil Kerlikowske: Setting the Record Straight: Responding to the Prescripti?on Drug Abuse Epidemic

Last week I traveled to Vienna, Austria, to serve as head of the U.S. delegation to the United Nations Commission on Narcotic Drugs, the organization committed to implementing international agreements to control the abuse, production and trafficking of drugs while also ensuring their availability for medical and scientific purposes. In my remarks before the commission, I outlined the Obama administration's 21st century approach to drug control policy -- an approach that rejects the false choice between an enforcement-centric "war on drugs" on the one hand and the extreme notion of drug legalization on the other. After all, addiction is not a moral failing on the part of the individual -- science shows that drug addiction is a disease of the brain that can be prevented and treated.

With this in mind, the Obama administration has adopted a mainstream approach to the drug problem, employing a balance of public health and safety approaches to reduce drug use and its consequences. All of these policies are grounded in science and research -- not politics or ideology. I was therefore surprised when I read Radley Balko's three-part HuffPost series on prescription pain relievers. The series is based on the false premise that "The biggest barrier to effective pain treatment continues to be bad public policy, much of it driven by the war on drugs."

My first act upon being appointed President Obama's drug policy advisor in 2009 was to discard the "war on drugs" approach to formulating drug policy. Approaching our drug problem through the frame of a "war on drugs" is overly simplistic and does not adequately address what is, in reality, a very complicated public health and public safety problem. All of us know someone who suffers from a substance use disorder -- we are not at war with our own people. That is why today we are spending more at the federal level on drug education and treatment than on domestic law enforcement, which still serves a vital role in protecting communities from drug-related crime. It is also why we continue to lead the world in progressive evidence-based change through our central policy document -- the National Drug Control Strategy -- which outlines over 100 specific actions to make America healthier and safer. This balanced approach extends to our efforts to reduce prescription drug abuse, efforts that are based on the premise that we must work to prevent the abuse of prescription drugs while also ensuring legitimate access to lifesaving medications for those who need them.

There is no question prescription painkillers are essential for millions of Americans. However, we cannot lose sight of how serious our nation's prescription drug abuse problem has become and the thousands of victims it has created. According to the Centers for Disease Control and Prevention (CDC), prescription drug abuse is now an epidemic:

  • National data show that by 2009, drug-induced deaths had become the number one cause of injury death in America, with the 39,147 drug-induced deaths exceeding the number of deaths from motor vehicle crashes (36,216).
  • The overall drug overdose death rate in the United States roughly tripled between 1991 and 2011, and in 2007 about 100 people in this country died per day from drug overdoses.
  • In 2008 (the last year for which we have data), almost 15,000 Americans died from an unintentional drug overdose involving prescription pain relievers.
  • The rate of overdose deaths involving prescription pain relievers experienced a nearly four-fold increase from 1999-2008.
  • The consequences stretch far beyond just deaths. In 2008, for every one death involving prescription pain relievers, there were also eight treatment admissions for abuse, 31 emergency department visits for misuse or abuse, 125 people who abused or were dependent on prescription pain relievers and 838 people who used prescription pain relievers non-medically during the year.

In his series, Mr. Balko trains a skeptical eye on this data, and yet he still reaches the unavoidable conclusion that it is "likely" more people are taking pain relievers, more people are becoming addicted and more people are dying of drug overdose. In doing so, he reluctantly concedes a fact that has been accepted by the mainstream public health and pain specialist community.

At the same time, data clearly refute Mr. Balko's claim that prescription drug abuse prevention efforts are unduly restricting the availability of opioid pain relievers for legal use. A 2006 study published in the journal Pain Medicine found that when adequate documentation exists in the medical record, the risk of civil, criminal or administrative action being taken by the DEA against a physician for prescribing opioids for a chronic pain patient is small. And a 2008 study published in Pain Medicine found that there appears to be little objective basis for concern that pain specialists have been "singled out" for prosecution or administrative sanctioning for such offences. Those health care professionals who have been prosecuted under due process of law for criminal drug violations have clearly shown a wanton disregard for patient safety. There is also little evidence to show that pain relievers are difficult to obtain. In fact, according to the CDC, the quantity of prescription pain relievers sold to pharmacies, hospitals and doctors' offices was four times larger in 2010 than in 1999. This means that enough prescription pain relievers were prescribed in 2010 to medicate every American adult with a typical dose of 5 mg of hydrocodone every four hours for an entire month.

Our efforts to prevent prescription drug abuse are not the cause of the under-treatment of pain in the United States. Rather, the problem results from a lack of awareness among health care professionals, patients, policymakers and insurers about the need to manage pain and how to safely and effectively do so. The final report from the American Medical Association's first National Pain Summit in 2010 found that: "The top three barriers to receiving adequate patient care were 1) workforce issues with lack of competent pain providers, 2) lack of knowledge by peers and/or patients regarding the field of pain medicine and 3) lack of public knowledge regarding pain issues."

Both the under-treatment of pain and the epidemic of prescription drug abuse are issues of serious concern for the administration. Through the National Institutes of Health Pain Consortium, the federal government is working to establish "Centers of Excellence for Pain Education" at medical, dental, pharmacy and nursing schools across the nation. The centers will help to give health care professionals a solid understanding of pain as part of their basic education, improving pain treatment while also reducing the risk of prescription opioid abuse. Through the administration's prescription drug abuse prevention plan, we are working with federal, state and local agencies -- and Americans across the country -- to reverse the rising tide of overdose deaths and bring an end to the epidemic of prescription drug abuse. The importance of providing an effective measure of control while also allowing legitimate access is made clear on the very first page of the plan: "The potent medications science has developed have great potential for relieving suffering, as well as great potential for abuse... Accordingly, any policy in this area must strike a balance between our desire to minimize abuse of prescription drugs and the need to ensure access for their legitimate use."

We can address these two problems together and, in doing so, ensure that Americans are able to get treatment for chronic pain without falling victim to the disease of addiction.
