Vice President Paa Kwesi Bekoe Amissah-Arthur on Friday launched Ghana?s National Integrated Programme?(NIP), to fight transnational organized crime and to strengthen the nation?s criminal justice, in Accra.

He said the Programme represents the national foundation for an effective response to the threat posed by drugs and crime.

The Vice President noted that Ghana, part of the West African sub-region, is vulnerable to oragnised crime, and criminal groups have taken advantage of poverty in the region to recruit from a large pool of idle youth.

?In many of our countries, governance is weak. Also, the region is conveniently located along illicit trafficking routes,??Vice President Amissah-Arthur noted.

He said criminals take advantage of these conditions and deal in drugs(mostly cocaine) from South America to Europe; cigarettes; weapons and ammunitions.

Vice President Amissah-Arthur said?the situation creates grounds for illegal immigration, human trafficking, especially girls for sex trade, fake medicines, toxic and substances (including e-waste); oil; and natural resources (like hardwood and diamonds).

In a number of cases, the value of the goods being trafficked is larger than the size of the local economy.

Apart from contributing to instability in West Africa, the trade is putting a fragile region at greater risk ? undermining the rule of law, deepening corruption, polluting the environment, violating human rights, stealing natural resources, depleting human resources and jeopardizing health.
Vice President Amissah-Arthur asked government agencies and the civil society to also respond to the threat pose by transnational organized crime, and help in strengthening the criminal justice system.
He said the Economic Community of West African States (ECOWAS) Regional Plan of Action, specifically requested each ECOWAS member State to develop its own NIP and that eight member states have finalised their NIPs.
Vice President Amissah-Arthur ?said: ?We are happy that today it is Ghana?s turn to launch, with the benefit of learning from the mistakes, challenges and best practices of the countries that preceded us.

?Our programme has been elaborated through an inclusive and participatory approach at the national level. The process was also opened to bilateral collaborators and specialised UN agencies?.

He said the Programme is open, inclusive and participatory in order to avoid duplication, and despite being supported to a large extent by the United Nations Office on Drugs and Crime UNODC, it would be operationalized by the Ghana government in partnership with the UNODC and International partners adding?that ?Ghana therefore owns this NIP?.

?It is my understanding that once the NIP has been launched, the UNODC, will assist in organising a donor round table where the activities that have been endorsed will be presented for possible funding,? ?Vice President Amissah-Arthur said.

He said the activities of the NIP would be in thematic areas and sub projects to enable donors provide financing according to their national priorities, and the launch emphasized the final endorsement of the NIP by the Government of Ghana.

The objective of the NIP is to place the fight against drugs and organised crime in the context of the overall national development strategy.

Since security and consistent application of laws are prerequisite to any sustainable development, the NIP addresses problems related to the management of intelligence, effectiveness and coordination among law enforcement agencies, functional and effective criminal justice system.

(AP) ? Berkshire Hathaway's first-quarter profit jumped 51 percent as its insurance companies performed well and the value of its investments soared.

Warren Buffett's firm said Friday it earned $4.89 billion, or $2,977 per Class A share. That's up from last year's $3.25 billion net income, or $1,966 per Class A share.

The Omaha-based conglomerate said its revenue grew 15 percent to $43.87 billion over last year's $38.15 billion. The earnings report was released as thousands of Berkshire shareholders were gathering in Omaha for Saturday's annual meeting.

Berkshire officials don't generally comment on quarterly earnings reports, and no one responded to a message Friday about the first-quarter results. But Buffett will likely discuss the earnings report briefly at Saturday's annual meeting.

Berkshire's insurance companies, which include Geico and General Reinsurance, generated $901 million in underwriting profit because there were no major losses in the quarter. That's far better than last year's $54 million.

The value of Berkshire's investments and derivatives soared to $1.1 billion from $580 million.

Part of what caused that swing in value was a $520 million gain recorded in this year's first quarter on the value of Berkshire's warrants for Goldman Sachs and General Electric stock. Both Goldman and GE reached agreements with Berkshire to redeem the company's warrants for a certain number of shares.

The mostly paper investment gains included an estimated $784 million gain this year on derivative contracts Berkshire holds. Last year, those derivatives, which are mostly tied to the value of certain stock market indexes, contributed $650 million.

The true value of the derivatives won't be clear for at least several years because they won't mature until then. But Berkshire must estimate their value every time the company reports earnings. Buffett has told investors he believes the contracts will ultimately be profitable.

Buffett continues to have plenty of cash available for investments and acquisitions as he hunts for big deals to boost Berkshire's profits. At the end of the first quarter, Berkshire had $49.1 billion cash on hand, up from $37.8 billion a year ago.

The BNSF railroad also performed well in the first quarter and contributed $798 million to Berkshire's first-quarter profit. That's up from last year's $701 million thanks to significant growth in crude oil shipments and a total volume increase of 3 percent.

Berkshire's utility unit, led by MidAmerican Energy Holdings, generated $394 million net income in this year's first quarter, up from $338 million last year.

Berkshire's manufacturing, service and retail companies also improved in the quarter as the economy slowly improved and the housing market continued to pick up. Several of Berkshire's companies are tied to the housing market, like Shaw carpet and Acme brick, so Berkshire's results have been helped by the recent increase in home construction.

That manufacturing and retail group of Berkshire's varied businesses contributed $944 million to first-quarter net income, up from $854 million the previous year.

Berkshire's operating earnings were $3.78 billion in the first quarter, up 42 percent from last year's $2.67 billion. Buffett has said Berkshire's operating earnings are a better measure of how the company is performing in any given period, because those figures exclude the value of derivatives and investment gains or losses.

Berkshire owns roughly 80 subsidiaries, including clothing, furniture and jewelry firms. Its insurance and utility businesses typically account for more than half of the company's net income. It also has major investments in such companies as Coca-Cola Co. and Wells Fargo & Co.

Fires in Eastern Russia

Fires in eastern Russia are commonplace at this time of year. Both wildfires and those deliberately set for agricultural purposes are often seen in the Amur region of Russia. This image from the Aqua satellite shows a plethora of fires burning in eastern Russia on May 03, 2013.

Agricultural fires are deliberately set by farmers to clear fields of old debris and return nutrients to the soil in preparation for the new planting season. Since this area of Russia is responsible for 60% of soybean production in Russia, some of these fires could definitely be agricultural in nature.

However, the Russia-India Report (indrus.in) reports that "eight Russian military transport airplanes II-76 were redeployed from central Russia to the Far East on April 30, equipped with special spray tanks to put out the fires in the Amur Region, the Khabarovsk Territory and the Republic of Buryatia."

Through the use of these specially equipped transports over 90 fires were put out. These planes are used regularly for the monitoring of fire situations and the extinguishing of wildfires in the Siberian, Trans-Baikal and Far Eastern regions.

This natural-color satellite image was collected by the Moderate Resolution Imaging Spectroradiometer (MODIS) aboard the Aqua satellite on May 03, 2013. Actively burning areas, detected by MODIS's thermal bands, are outlined in red.

HTC M4 leaks, brings flagship style with middleweight specs

Remember the M4? We've seen glances of a spec sheet, but now we get to see how it's going to look. Courtesy of @evleaks, we can now tell it's looking good. After the critically-acclaimed One, the company looks to be sharing its style tips around -- at a glance the M4 appears almost identical to the HTC flagship, although the camera flash has been relocated to the center of the device and there's a few less micro-drilled speaker holes. Running over the leaked specs, you can expect a smaller 4.3-inch screen at 720p resolution and possibly a cheaper build to the unibody beauty that leads HTC's smartphone family.

There's likely to be a dual-core processor, LTE-capable radio and 16GB of storage too. There's better news, with the UltraPixel-packing 4-megapixel camera sensor rumored to make its way into the middleweight phone, although initial leaks pointed to a 13-megapixel sensor. The phone is mooted to appear later this quarter, but we're still waiting on official word (and that all-important price) before we get too excited. But hey, it worked for Samsung.

Proper cleat choice gives turf injuries the boot

May 1, 2013 ? Injury on the playing field often is caused by the interaction between the athlete's shoe and the field surface. In a literature review appearing in the May 2013 issue of the Journal of the American Academy of Orthopaedic Surgeons (JAAOS), researchers shed light on the evolution of synthetic playing surfaces. The study summarizes the existing research on artificial turf and the role of shoe-surface interface in injury.

Synthetic surfaces were introduced in the 1960s to improve play surface durability and accessibility, and to minimize field maintenance. Newer, "third generation" artificial surfaces behave more like grass and soil, but continue to be associated with injuries to the foot, ankle, toe and knee, in addition to concussions. Characteristics of the play surface directly affect how much energy is absorbed by the athlete upon impact.

The key to minimizing injuries on natural and artificial playing fields may be to understand the interplay between different types of athletic shoes, specific sports and field surfaces.

"Optimal shoe-playing surface conditions may be level and sport-specific," said orthopaedic surgeon and lead study author Mark C. Drakos, MD. "The shoe-playing surface interface is a modifiable risk factor for injury, and further research is needed to improve playing conditions for athletes of all levels."

Determining the shoe-playing surface interface is complex and challenging as it is influenced by human factors (i.e., the athlete's body weight, velocity and acceleration, deceleration, loading rate, and angle of the foot and height before contact), shoe factors (i.e., sole type and cleat/stud material of footwear, and number and size of cleats and cleat configuration), type of playing surface, and related environmental factors.

Other article highlights:

  • Most types of shoes have higher peak torque (foot movement and movement force) on artificial turf than on natural turf.
  • Sole material and cleat pattern and shape may affect torque. For example, shoes with small cleats place the lowest amount of pressure on the foot, and may potentially minimize the incidence of foot stress fractures on artificial surfaces.
  • Because of constant changes in both the athletic shoe market and artificial surfaces, much of the existing research on the shoe-playing surface is outdated.

"The role of the shoe surface interface in the development of lower extremity injuries continues to be clarified," said Dr. Drakos. Optimal shoe-playing surfaces are most likely level- and sport-specific. The shoe-playing surface interface is a modifiable risk factor for injury and further research is needed to improve playing conditions for all athletes.
